De un lado, entre arquitecturas de nueva implantaci\u00f3n y rehabilitaciones, pues estas \u00faltimas han sido, l\u00f3gicamente y por fortuna, tan importantes, o m\u00e1s que las primeras. De otro lado, entre edificios p\u00fablicos y vivienda, pues, como es bien sabido, han existido muchas promociones p\u00fablicas tambi\u00e9n en el campo residencial, aunque no sea este campo un sector propiamente p\u00fablico, al menos desde el punto de vista del uso. Por mi parte, preferir\u00eda llamar \u201carquitectura p\u00fablica\u201d a la que es de uso p\u00fablico, y no a la que es de promoci\u00f3n oficial. Y a ella, a la verdaderamente p\u00fablica, de promoci\u00f3n oficial, o de promoci\u00f3n particular, es a la que propia y mayoritariamente me voy a referir.<\/p>\n<p style=\"text-align: justify;\">Aprovecho as\u00ed para protestar del uso moderno y err\u00f3neo del lenguaje. A lo oficial, propio de las administraciones estatales, del nivel que sean, se le llama ahora \u201cp\u00fablico\u201d, cuando p\u00fablico es, en realidad, todo establecimiento abierto al p\u00fablico, por ejemplo, un bar. Una cosa es \u201cp\u00fablico\u201d y otra \u201coficial\u201d, as\u00ed como una cosa es \u201cprivado\u201d y otra \u201cparticular\u201d. Lo cierto es que las arquitecturas particulares que no son residenciales son \u00fanicamente las oficinas. Han desaparecido, casi, las arquitecturas verdaderamente p\u00fablicas de promoci\u00f3n particular. En Madrid, y en los \u00faltimos a\u00f1os, tan s\u00f3lo podemos anotar la realizaci\u00f3n del \u201cCaixa Forum\u201d dentro de lo particular, o relativamente particular, al tratarse en realidad de una Caja de Ahorros. Puede decirse, quiz\u00e1, que se trata de una rehabilitaci\u00f3n, al menos en el origen, y he de advertir que, en todo caso, me referir\u00e9 en lo que sigue a las obras cuya arquitectura considero relevante o, al menos, digna de discusi\u00f3n, y no a aqu\u00e9llas que est\u00e9n exentas, o sean m\u00e1s dudosas, en relaci\u00f3n a estas consideraciones.<\/p>\n<p style=\"text-align: justify;\">Frente a este edificio, bastante peque\u00f1o, hemos de anotar, en la nueva planta y en la promoci\u00f3n oficial, a los Teatros del Canal (Comunidad de Madrid), los edificios de la UNED en Lavapi\u00e9s (Ministerio de Educaci\u00f3n), el Museo de las Colecciones Reales (Patrimonio Nacional), la Ciudad de la Justicia (Comunidad de Madrid), el nuevo Palacio de Congresos (Ayuntamiento de Madrid). Los tres primeros se han realizado, aunque el tercero est\u00e1 sin acabar, y los dos \u00faltimos, iniciados apenas, se han parado por efecto de la falta de financiaci\u00f3n a causa de la crisis econ\u00f3mica. A ellos debemos a\u00f1adir una cosa especial, ya realizada, que es el nuevo parque a lo largo de las m\u00e1rgenes del r\u00edo Manzanares, al que se le llama <a href=\"http:\/\/veredes.es\/blog\/madrid-rio-el-distible-precio-de-un-atractivo-parque-acapitel\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cMadrid R\u00edo\u201d<\/a>.<\/p>\n<figure id=\"attachment_49096\" aria-describedby=\"caption-attachment-49096\" style=\"width: 750px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-49096\" title=\"La arquitectura p\u00fablica en Madrid y en el inicio del siglo XXI (I) | Ant\u00f3n Capitel. Sede del COAM en Madrid\" src=\"https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1.jpg\" alt=\"La arquitectura p\u00fablica en Madrid y en el inicio del siglo XXI (I) | Ant\u00f3n Capitel.\" width=\"750\" height=\"752\" srcset=\"https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1.jpg 620w, https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1-150x150.jpg 150w, https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1-300x300.jpg 300w, https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/coam_1-120x120.jpg 120w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/a><figcaption id=\"caption-attachment-49096\" class=\"wp-caption-text\"><span style=\"color: #888888;\">Sede del COAM en Madrid\u00a0| Autor: Gonzalo Moure<\/span><\/figcaption><\/figure>\n<p style=\"text-align: justify;\">En cuanto a las rehabilitaciones, y adem\u00e1s del ya citado Caixa Forum, ha de hablarse de tres grandes realizaciones, todas ellas oficiales, la ampliaci\u00f3n del Museo del Prado (Ministerio de Cultura), la conversi\u00f3n del antiguo edificio central de Correos en nuevo Ayuntamiento de la ciudad , la transformaci\u00f3n del viejo matadero en centro de actividades culturales (ambos del Ayuntamiento de Madrid) y la conversi\u00f3n de las ruinas de las Escuelas P\u00edas de San Ant\u00f3n en el nuevo edificio del Colegio Oficial de Arquitectos de Madrid y de algunos equipamientos municipales.<\/p>\n<p style=\"text-align: justify;\">En cuanto a la vivienda p\u00fablica, casi toda ella promovida por el Ayuntamiento (EMV), y muy abundante, cabe distinguir entre las promociones que se encargaron a autores considerados famosos y de gran prestigio y las que fueron simplemente objetos de concurso, pero este asunto, de gran envergadura e importancia, queda fuera de las intenciones y de la posible amplitud de este texto.<\/p>\n<p style=\"text-align: justify;\">Deber\u00eda a\u00f1adirse, todav\u00eda, un gran proyecto urbano, ya realizado a una determinada escala y hecho p\u00fablico, pero del que no sabemos todav\u00eda si verdaderamente tendr\u00e1 un m\u00ednimo futuro: la prolongaci\u00f3n de la Castellana m\u00e1s all\u00e1 de su hoy horroroso e inadecuado final.<\/p>\n<figure id=\"attachment_49099\" aria-describedby=\"caption-attachment-49099\" style=\"width: 750px\" class=\"wp-caption alignnone\"><a href=\"http:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/1295871857_850215_0000000001_sumario_normal.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-49099\" title=\"\u00c1rea en la que se levantar\u00e1 el proyecto conocido como Operaci\u00f3n Chamart\u00edn\" src=\"http:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/1295871857_850215_0000000001_sumario_normal.jpg\" alt=\"\u00c1rea en la que se levantar\u00e1 el proyecto conocido como Operaci\u00f3n Chamart\u00edn\" width=\"750\" height=\"551\" srcset=\"https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/1295871857_850215_0000000001_sumario_normal.jpg 400w, https:\/\/veredes.es\/blog\/wp-content\/uploads\/2014\/11\/1295871857_850215_0000000001_sumario_normal-300x220.jpg 300w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/a><figcaption id=\"caption-attachment-49099\" class=\"wp-caption-text\"><span style=\"color: #888888;\">\u00c1rea en la que se levantar\u00e1 el proyecto conocido como Operaci\u00f3n Chamart\u00edn\u00a0| <a href=\"http:\/\/elpais.com\/diario\/2011\/01\/24\/madrid\/1295871857_850215.html\" target=\"_blank\" rel=\"noopener noreferrer\">Fuente: elpais.com<\/a><\/span><\/figcaption><\/figure>\n<p style=\"text-align: justify;\">Considero que las realizaciones de nueva planta acabadas o muy avanzadas han tenido una fortuna arquitect\u00f3nica y urbana especialmente alta, y han favorecido as\u00ed a la ciudad y a sus valores urbanos y f\u00edsicos. Me refiero a los Teatros del Canal, realizados por Juan Navarro Baldeweg, a los 2 edificios para la UNED, realizados por Jos\u00e9 Ignacio Linazasoro, y al Museo de las Colecciones Reales, a\u00fan en marcha, pero muy avanzado, y realizado por los arquitectos Luis Moreno Mansilla (tristemente desaparecido el a\u00f1o 2012) y Emilio Tu\u00f1\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Sobre los Teatros del Canal (edificio producto de un concurso restringido) caben, quiz\u00e1, unas dudas no del todo arquitect\u00f3nicas, o, al menos, acerca de las cuales quien escribe no puede, ni quiere, resolver. Esto es, si la instituci\u00f3n tiene verdadero sentido, si puede ser econ\u00f3micamente sostenida por la Comunidad; o si, incluso, hay actividades suficientes para justificar la existencia misma de ese gran edificio. Ignoro la respuesta a estos asuntos, que son de car\u00e1cter pol\u00edtico y administrativo, y sobre los que carezco de criterio. (Foto: Comunidad de Madrid)<\/span><\/figcaption><\/figure>\n<p style=\"text-align: justify;\">Lo que puede asegurarse, por mi parte, es que desde el punto de vista urbano y arquitect\u00f3nico la operaci\u00f3n es francamente positiva. Creo que el lugar urbano ha quedado muy favorecido por la nueva presencia, tanto desde las consideraciones volum\u00e9tricas y visuales, como desde el propiamente urbano. El lugar, un sitio tan central como importante, en la esquina de dos calles anchas y buenas, creo que agradece la mayor vitalidad que le da el nuevo edificio de equipamiento p\u00fablico.<\/p>\n<p style=\"text-align: justify;\">Por otro lado, y como arquitectura, es una buena contribuci\u00f3n, quiz\u00e1 menos brillante desde el aspecto figurativo externo, aunque es preciso observar que el criterio de respeto a una posici\u00f3n urbana normal, de edificio medianero y en esquina, compatibilizada con la libertad volum\u00e9trica, me parece especialmente logrado. Of a side, between architectures of new implantation and rehabilitations, since the above mentioned have been, logically and for fortune, so important, or more than the first ones. Of another side, between public buildings and housing, so, since it is known well, many public promotions have existed also in the residential field, though it is not this field a properly public sector, at least from the point of view of the use. For my part, it would prefer calling \u201cpublic architecture\u201d which is of public use, and not the one that is of official promotion. The certain thing is that the particular architectures that are not residential are only the offices. They have eliminated, almost, the really public architectures of particular promotion. In Madrid, and in the last years, only we can annotate the accomplishment of the \u201cCaixa Forum\u201d inside the particular thing, or relatively particular, on having treated itself actually about a Savings bank. It can be said, probably, that it is a question of a rehabilitation, at least in the origin, and I have to warn that, in any case, I will refer in what continues to the works which architecture I consider relevant or, at least, it deigns of discussion, and not to those that are exempt, or be more doubtful, in relation to these considerations.<\/p>\n<p style=\"text-align: justify;\">Opposite to this building, small enough, we have to annotate, in the new plant and in the official promotion, to the Theatres of the Channel (Community of Madrid), the buildings of the UNED in Lavapi\u00e9s (Department of Education), the Museum of the Royal Collections (National wealth), the City of the Justice (Community of Madrid), the new Conference hall (Town hall of Madrid). The three first ones have carried out, though the third party is without finishing, and both last ones, initiated scarcely, have stopped for effect of the lack of financing because of the economic crisis. I refer to the Theatres of the Channel, realized by Juan Navarro Baldeweg, to 2 buildings for the UNED, realized by Jose Ignacio Linazasoro, and to the Museum of the Royal Collections, still in march, but very advanced, and realized for the architects Luis Moreno Mansilla (sadly eliminated the year 2012) and Emilio Tu\u00f1\u00f3n.<\/p>\n<p style=\"text-align: justify;\">On the Theatres of the Channel (building product of a restricted contest) they fit, probably, a few not completely architectural doubts, or, at least, it brings over of which the one who writes neither can, does not even want, to resolve. This is, if the institution makes real sense, if it can be economically supported by the Community; or if, enclosed, there are sufficient activities to justify the existence itself of this great building. I ignore the response to these matters, which are of political and administrative character, and on that I lack criterion. I believe that the urban place has remained very favored by the new presence, so much from the volumetric and visual considerations, since from the properly urban one. The place, a site so central as important, on the corner of two broad and good streets, I believe that he is grateful for the major vitality that gives him the new building of public equipment.<\/p>\n<p style=\"text-align: justify;\">On the other hand, and as architecture, it is a good contribution, probably less brilliant from the figurative external aspect, though it is necessary to observe that the criterion of respect to an urban normal position, of dividing building and in corner made compatible with the volumetric freedom, seems to me to be specially successful. Dun lado, entre arquitecturas de nova implantaci\u00f3n e rehabilitaci\u00f3ns, pois estas \u00faltimas foron, loxicamente e por fortuna, tan importantes, ou m\u00e1is que as primeiras. Doutro lado, entre edificios p\u00fablicos e vivenda, pois, como \u00e9 ben sabido, existiron moitas promoci\u00f3ns p\u00fablicas tam\u00e9n no campo residencial, a\u00ednda que non sexa este campo un sector propiamente p\u00fablico, polo menos dende o punto de vista do uso. Pola mi\u00f1a banda, preferir\u00eda chamar\u00a0\u201carquitectura p\u00fablica\u201d \u00e1 que \u00e9 de uso p\u00fablico, e non \u00e1 que \u00e9 de promoci\u00f3n oficial. E a ela, \u00e1 verdadeiramente p\u00fablica, de promoci\u00f3n oficial, ou de promoci\u00f3n particular, \u00e9 \u00e1 que propia e maioritariamente voume referir.<\/p>\n<p style=\"text-align: justify;\">Aproveito as\u00ed para protestar do uso moderno e err\u00f3neo da linguaxe. Ao oficial, propio das administraci\u00f3ns estatais, do nivel que sexan, ch\u00e1maselle agora \u201cp\u00fablico\u201d, cando p\u00fablico \u00e9, en realidade, todo establecemento aberto ao p\u00fablico, por exemplo, un bar. Unha cousa \u00e9\u00a0\u201cp\u00fablico\u201d e outra \u201coficial\u201d, as\u00ed como unha cousa \u00e9\u00a0\u201cprivado\u201d e outro \u201cparticular\u201d. O certo \u00e9 que as arquitecturas particulares que non son residenciais son unicamente as oficinas. Desapareceron, case, as arquitecturas verdadeiramente p\u00fablicas de promoci\u00f3n particular. En Madrid, e nos \u00faltimos anos, tan s\u00f3 podemos anotar a realizaci\u00f3n do \u201cCaixa Forum\u201d dentro do particular, ou relativamente particular, ao tratarse en realidade dunha Caixa de Aforros. Pode dicirse, quizais que se trata dunha rehabilitaci\u00f3n, polo menos na orixe, e hei de advertir que, en todo caso, me referirei no que segue \u00e1s obras cuxa arquitectura considero relevante ou, polo menos, digna de discusi\u00f3n, e non a aquelas que estean exentas, ou sexan m\u00e1is dubidosas, en relaci\u00f3n a estas consideraci\u00f3ns.<\/p>\n<p style=\"text-align: justify;\">Fronte a este edificio, bastante pequeno, habemos de anotar, na nova planta e na promoci\u00f3n oficial, aos Teatros da Canle (Comunidade de Madrid), os edificios da UNED en Lavapi\u00e9s (Ministerio de Educaci\u00f3n), o Museo das Colecci\u00f3ns Reais (Patrimonio Nacional), a Cidade da Xustiza (Comunidade de Madrid), o novo Pazo de Congresos (Concello de Madrid). Os tres primeiros realiz\u00e1ronse, a\u00ednda que o terceiro est\u00e1 sen rematar, e os dous \u00faltimos, iniciados apenas, par\u00e1ronse por efecto da falta de financiamento a causa da crise econ\u00f3mica. Ref\u00edrome aos Teatros da Canle, realizados por Juan Navarro Baldeweg, aos 2 edificios para a UNED, realizados por Jos\u00e9 Ignacio Linazasoro, e ao Museo das Colecci\u00f3ns Reais, a\u00ednda en marcha, pero moi avanzado, e realizado polos arquitectos Luis Moreno Mansilla (tristemente desaparecido o ano 2012) e Emilio Tu\u00f1\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Sobre os Teatros da Canle (edificio produto dun concurso restrinxido) caben, quizais, unhas d\u00fabidas non de todo arquitect\u00f3nicas, ou, polo menos, acerca das cales quen escribe non pode, nin quere, resolver. Isto \u00e9, se a instituci\u00f3n ten verdadeiro sentido, se pode ser economicamente sostida pola Comunidade; ou se, mesmo, hai actividades abondo para xustificar a existencia mesma dese grande edificio. Ignoro a resposta a estes asuntos, que son de car\u00e1cter pol\u00edtico e administrativo, e sobre os que carezo de criterio. Creo que o lugar urbano quedou moi favorecido pola nova presenza, tanto dende as consideraci\u00f3ns volum\u00e9tricas e visuais, como dende o propiamente urbano. O lugar, un sitio tan central como importante, na esquina de d\u00faas r\u00faas anchas e boas, creo que agradece a maior vitalidade que lle d\u00e1 o novo edificio de equipamento p\u00fablico.<\/p>\n<p style=\"text-align: justify;\">Por outro lado, e como arquitectura, \u00e9 unha boa contribuci\u00f3n, quizais menos brillante dende o aspecto figurativo externo, a\u00ednda que \u00e9 preciso observar que o criterio de respecto a unha posici\u00f3n urbana normal, de edificio medianeiro e en esquina, compatibilizada coa liberdade volum\u00e9trica, me parece especialmente logrado.
