Beyond the above mentioned, it is a question of a singular condition that it is necessary to respect and even to strengthen, since there is in her a certain atmosphere that encourages and rests, since of magic place and out of the time.

Two words and two intentions that are complementary: environment and adequacy. With everything, the second one of them introduces a shade that is convenient to have present: in the disjunctive old woman between Civilization and Culture, in the old controversy between the simple material progress and the most wide and human spiritual progress, in the problematic long billiard cue, in end, between the heavy machinery and the small tools, between these two poles, the Pedrachán praises and imposes his own conditions on itself: in the Pedrachán it is that ” to go carefully “.

These intentions, these aims, they are summarized in three guidelines or rules of conduct, in three links of a chain by beginning and end, by direction and sense: first, “To “value”, later “To “preserve” and, come the case and there where it proceeds, “Reactivate”.

Noia’s Villa is located on the western coast of Galicia, in the vertex of her laugh that it takes his name. His population comes closer 15.000 inhabitants, of which a third they center in his historical hull, enclosure within the walls regulated by a special Plan of protection.
The Pedrachán constitutes a specific area in the this edge of the historical core. With an extension near to them 1700m2, it is confined between that one and the river Unites. The walls of granite that outline it make the step of cars unviable. This way so, his condition is strictly pedestrian, though residential, and his vocation is in tuning in with the river and with the hydraulic activities that on him develop.
Several are the specific elements that prefigure her: between them, three water mills – still in use-, a source and a washer. Therefore, it is a question of a social space tied to a long cultural tradition, with plural meanings, and of evident sociological wealth.
In these circumstances, the first step of the project was the accomplishment of an ethnographic Study, as vehicle of knowledge of the most intimate particularities of the Pedrachán. Under the direction of the anthropologist Ana Filgueiras, and across the study of his richest toponymy, of his uses, customs and activities, in him the local intrahistoria was recorded, or, for this way saying it, his more intimate I.
The present work, Acondicionamento xeral and recovery do half-close two Muíños da Pedrachán and do seu lavadoiro, it is the first phase of a general project of intervention in the bank of the river Hobble, Urban Reimbursement do Cultural heritage gives Ribeira do Unites, that will take as an object the extension of this initial intervention to the remaining present elements of patrimonial value in the river mouth of the river Unites: Mills of the Pedrachán, the own fluvial bank, the Factory of Couto’s Tanning, the Bridge of Hobble, etc.
First, we want to clarify which are the local essences in that we intervene; to contemplate his values and to discriminate against them; to understand which is the decisive thing that it must remain, that conductive thread that gives him sense. In sum, to value the past to be public inspectors to the future.
Maria Moliner, in his Dictionary of the Use of the Spanish, establishes the following distinction between Civilization and Culture:
” In current language the terms are in the habit of using indistinctly civilization and culture, but one has tried to differentiate them, designating with the first one the scientific and material progress and with second the spiritual improvement, which facilitates the human relations. “
DESCRIPTION OF THE INTERVENTION
This way the things, to the project him compete to intervene in the whole public area of the sector: in his urban facilities, which are replaced or are repaired and that in most of the cases they hide themselves or bury; in the materials of ended, with an almost constant presence of the wild granite of the country in different ended for pavements, stairs, bridges and gangplanks; in the fronts of the constructions and in his canalones and bajantes, with the cleanliness and repainted of the first ones and the almost total substitution of the second ones; in the fences and cross walls between the areas public and private, that are repaired and / or replace; in the singular elements of the area, washer, source, bridges and gangplanks, which are re-defined in its entirety; in the tendales linked to the washer, with new offers that support the use; and in the lighting, which is re-formulated in his set.

In Galicia, the current processes recuperadores – principally the planning-, in general they impose new and abstract meanings that do not attend to the concrete local keys. The preexisting meanings are despised, for ignorance, and the consequences are devastating: the cultural references resign, and resign forever. Hereby the territory develops civilized, domesticated territory, but that, without track of past or anchorage in the time, ends in a territory despersonalizado and to – culturizado.
” The urban development unfortunate interventions, and therefore the human factor, demonstrate in this case as the most pernicious and active element in the process of degradation of a habitat and of loss of his identity, to acquire new other one entirely aseptic and foreign to the cultural reality preserved for centuries. “
The fingerprints that the process humanizador has fixed on the territory throughout the time suppose a constant and homogeneous calligraphy of superposed caps that are interwoven, that they have remained and that must be contemplated: to correct them, maybe to blur them; rarely to eliminate them. The opposite will lead to a condition of unconsciousness collective that more prompt that it is late will suppose the installation in a permanent condition of mistake, this is, in a falsification.
For us it was a worry it demonstrates the local paper as public space of relation; evident in the paper developed by the washer and also present in the function recovered by the mills. This, partly, already was not like that, and the place, because of the deficient interventions of last years, was living of backs to the historical hull and for extension to the rest of the villa. This way so, to recover such a paper was one of the priorities of the intervention and the thermometer of the success or failure of the project… And this, as it seems, has been obtained.
